14TH GENERAL ELECTION : POSTAL VOTING FACILITY FOR MALAYSIANS ABROAD

14TH GENERAL ELECTION :

POSTAL VOTING FACILITY FOR MALAYSIANS ABROAD

1.         The Election Commission of Malaysia or better known as Suruhanjaya Pilihanraya (SPR) has announced on 22 January 2018 that all Malaysian nationals who are registered voters but currently residing abroad can exercise their rights to vote in the upcoming 14th General Election as overseas voters.

2.         In doing so, the said overseas voters must first apply for such facilities which can be done from 23 January 2018 until the current Government announces the dissolution of the Parliament. Kindly take note that the power to dissolve the Parliament lies in the hands of the Yang di-Pertuan Agong as provided for in the Federal Constitution.

3.         In exercising such rights, SPR has set some conditions that must be met where the voter must be a registered voter (either as a regular voter or absent voter category), has returned to Malaysia not less than 30 days within five years before the dissolution of the Parliament / State Assembly; and has been residing abroad.

4.         The eligible overseas voters who met the above requirements may then apply for postal voting by filling up Form 1B which is downloadable from www.spr.gov.my and return it by email or mail to SPR without delay.

5.         SPR is also reminding the registered absent voters to update their current overseas address through its website (Sistem Aduan dan Pertanyaan SPR). The voters will have to upload a copy of their passport for identification purposes. The requirement to update personal details set by SPR is vital in ensuring that the ballot paper will be sent to the correct address as confirmed by the voters themselves.

6.         The Consulate-General of Malaysia in Perth and other Malaysian diplomatic missions around the world would cease to play the role as ‘’Voting Centre’’ unlike in the past General Elections following the implementation of this new postal voting system. The system has been tested in the last Sarawak State Election in 2016.

7.         Any enquiries regarding the updating of address by absent voters should be channelled directly to SPR (Sistem Aduan dan Pertanyaan SPR). For further enquiries, please contact SPR at +603-8881 0081 or email to upup@spr.gov.my

8.         Attached herewith are some relevant documents for your kind reference:

            i.          Press Release by SPR dated 22 January 2018;

            ii.         Guidelines on Form 1B; and

 iii.         General Guidelines by SPR on overseas voters (in Bahasa Malaysia)
